The mission of the American Forces Information Service (AFIS) is to conduct a
joint service internal information communications program on behalf of the Secretary of Defense
to support, enhance, and coordinate the internal information programs of Military Departments;
advise and assist the Secretary of Defense for Public Affairs in the management of DoD internal
information programs; develop policy and provide guidance of all DoD audiovisual activities and
programs; provide print and broadcast products that communicate DoD internal information to
military personnel, their families, and DoD civilian personnel; provide overall policy and
guidance, programming, and operate the world-wide Armed Forces Radio and Television Service
(AFRTS); provide still and motion video support for all combat actions through the Defense
Visual Information (DVI) and Joint Combat Camera Center (J3C); provide daily, weekly, monthly,
and special compilations of news that are of critical importance to the senior leadership of DoD,
manage the Stars & Stripes, and operate the Defense Information School.
SEI provided Technical Support Services include equipment, supplies, management,
supervision and labor to provide computer support, troubleshooting, maintenance, upgrades,
installation, Help Desk and training to augment the organic support capability of the Information
Resources Management Division. Contracted support services includes (1) Project Manager, (1)
Database Developer (1) SQL Server DBA, (1) IT-Logistical Specialist, (3) ADPE Support
Technicians, (1) NT Server Manager, (1) Network Technician, (1) Webmaster, (1) Network
Security Specialist, (3) Help Desk Support Specialist, and (3) Training Instructors.
On-site technical support in the areas of: Evaluation of Alternative
Implementations, Database Development and Administration, Server Management, Strategic Planning
and Implementation, Systems/Component Integration, and Installation of Non-Complex Systems,
Network Security & Support, Training & Educational Services, Audio/Visual Systems Integration,
Help Desk Management, and Testing of Systems and Components. Help Desk & System Integration
Services were supported by experienced SEI technicians with a strong background in IBM/MAC,
Windows & various other application software packages.
SEI provided knowledge of Intel-based PC hardware and software architecture,
Windows 2000, general Microsoft application utilities, and Oracle. SEI Implemented and
troubleshot TCP/IP-based applications, as well as supported and configured Cisco, NetBEUI and
IPX/SPX network protocols.
