Requirements Manager

Functional Requirements: Responsible for strategic planning of large projects or a significant segment of a strategic planning portion of a large complex project. Provides the overall approach to clarify mission statements so they can be used as springboards in envisioning their desired future. Organizes, directs, and coordinates strategic planning activities. Responsible for the strategic vision. Assists in developing mission and vision statements, subsequent goal delineation, provides guidance for building operational plans and specifying measurable outcomes to include capital outlay planning efforts in a consolidated strategic planning process and prioritizes those initiatives. Meets with appropriate Government management personnel, other contractor managers, and client agency representatives. Formulates and reviews strategic plans with respect to public policies and regulations, ensures continuity plans grow out of definitions of agencies' business functions and the processes required for achieving outcomes. Ensures agencies build on their strategic planning efforts of prior years, revisiting their mission, vision, and goals in light of the strategic plan, and changing opportunities. Must have excellent oral and written communication skills, with a demonstrated capability for dealing with all levels of management personnel, contractor managers, and client representatives.

Responsible for ensuring coordination between subordinates and Strategic Planning functions within the organization and among policy, planning functions and appropriate Government personnel. Takes appropriate action and coordinates policies and activities with appropriate Government personnel, as required.

Educational Requirements: Bachelor's degree or higher from an accredited college or university, or experience through an organizational position representative of a corporate senior position of a firm with revenue in excess of $50 million, supported by a Bachelor's degree in an IT related field, systems management, engineering, mathematics, or scientific related field or in business administration.

Experience Requirements: Ten years of intensive and progressive experience in planning, IT, communications or engineering programs, which include: five years experience in one or all of the following: strategic planning, business planning, site planning, policy verification, regulatory compliance, information technology resource and capital planning, business process reengineering planning, advanced project planning, business area analysis planning, business requirements analysis planning, two years of intensive and progressive planning experience in diverse locations, one year managing similar projects. Direct experience with business planning methods and techniques including establishing goals, objectives, and performance measures and identifying critical success factors. Experience with executive-level interviewing and group facilitation. Knowledge of DOD governmental regulations and compliance standards, operations, and performance-based budgeting.

Must be able to obtain Secret Clearance with SSBI

Lead Architect


Requirements: The successful candidate should have over 15 years of experience designing, programming, and implementing hardware and software systems. The successful candidate should have participated in and lead full lifecycle programs, from requirements gathering to final fielding and managed development teams as small as 2 developers and as large as 20 developers. The candidate will work with the project team leads and provide technical oversight and direction to the development team. The successful candidate would have acted as the liaison between the customer and the development team, providing input to the project schedule and project management plan. The candidate will report the program manager and support the overall program as directed. The chief architect should have extensive experience in Java, J2EE, web application design and implementation, and widely distributed processing systems. The successful candidate would have developed thin client applications, and would be familiar with PKI development and implementation.

Software Experience:

  • 5 or more years of experience in Web and J2EE-based development (Web Services, EJB, JAAS, JMS, Servlets, JSP, JDBC, JNDI).
  • 3 or more years of experience developing EJBs and Web Services (SOAP, WSDL).
  • Experience with portal development, preferably BEA Weblogic Portal, writing JSR-168 portlets, WSRP, using a Model-View-Controller/Model 2 design pattern.
  • Must have hardware scaling and software tuning experience.
  • 3 or more years experience with UML and design patterns.
  • Full systems lifecycle documentation (e.g., CONOPS, requirements, architecture, design, standard procedures, engineering plan, deployment plan, project schedule).
  • Detailed knowledge of Information Security and Communication Security, PKI.
  • Experience with Java XML libraries and have experience with writing XML Schemas.
  • Familiar with developing and deploying applications on Windows and Solaris.
  • Extensive knowledge of networking and network protocols.
  • Experience with Apache Web Server.
  • Experience with DoD systems development.
  • Experience with Sun Identity Management Suite a plus.
  • Experience with Content Management Systems a plus.

Educational Requirements: Bachelors Degree in Computer Science or related field.
